Pursuant to the Local Rules of the Southern District of Florida, Rules Governing the Admission, Practice, Peer Review, and Discipline of Attorneys, Rule 4(d): "Any full-time United States Attorney, Assistant United States Attorney, Federal Public Defender and Assistant Federal Public Defender and attorney employed full time by and representing the United States government, or any agency thereof, and any Attorney General and Assistant Attorney General of the State of Florida may appear and participate in particular actions or proceedings on behalf of the attorney’s employer in the attorney’s official capacity without petition for admission. Any attorney so appearing is subject to all rules of this Court."
Upon request, CM/ECF log-ins and passwords are issued to government attorneys employed by those government agencies indicated in Rule 4(d). Users must email a request for issuance of a special bar number to Attorney Admissions. Your request must be on agency letterhead and include your name, address, phone and fax numbers, and date of birth. You will receive via email your special bar number (“A” number), as well as instructions on registering for your CM/ECF log-in and password. CM/ECF training is required for both members of our bar as well as government attorneys. (See Administrative Order 2006-26). You may register for CM/ECF training two (2) business days after receipt of your special bar number. You can register for CM/ECF training on our website under the CM/ECF Training/Registration tab. Please note that a log-in/password for CM/ECF will not be issued without completion of this training.
Government Attorneys Who Leave Government Agencies
Users who leave government agencies and do not transfer to other government agencies must email notification to Attorney Admissions so their log-in and password can be deactivated. Users associated with government agencies who leave government practice must already be or become a member of the Bar of the Southern District of Florida in order to register for CM/ECF log-ins and passwords.
