This is an action under the Hague Convention on the Civil Aspects of International Child Abduction, done at The Hague on October 25, 1980, and 22 U.S.C. § 9001 et seq., the International Child Abduction Remedies Act. The Petitioner seeks the return of his minor children to Spain. The Respondent resides in this district and is the minor children’s mother.
