Plaintiff filed a pro se Complaint for Declaratory and Mandamus Relief under the Administrative Procedure Act, 5 U.S.C. § 701, et seq., and the Mandamus Act, 28 U.S.C. §§ 1331, 1361, based on the U.S. Citizenship and Immigration Service’s failure to timely adjudicate his Form N-400 Application for Naturalization.
