Defendant Luis Alfonso Plazas Vega is facing a civil lawsuit for compensatory and punitive damages for torts in violation of the Torture Victim Protection Act, Pub. L. No. 102-256, 106 Stat. 73 (1992) (codified at 28 U.S.C. § 1350, note) (“TVPA”). Defendant was represented by counsel during the Motion to Dismiss phase. The Court recently denied Defendant’s Motion to Dismiss. Current counsel cannot con tinue their representation of Defendant, so Defendant is seeking replacement counsel to represent Defendant on the issue of whether Plaintiffs have exhausted local remedies in Colombia as required by the TVPA.
