Jean Frantz Guillaume, the Plaintiff, brings this action against several agencies and officers (in their individual and official capacities), alleging that the Defendants wrongfully rejected his business’s application for Service-Disabled Veteran Owned Small Business status. The Complaint alleges both constitutional and statutory violations.
